The Alternative Teacher Preparation Program runs through Lakes Country Service Cooperative (LCSC). Teachers wanting to add an additional teaching license or work-based learning endorsement to their current Tier 3 or Tier 4 Minnesota teaching license may participate in this alternative licensing program.
Currently Lakes Country is focused on helping teachers interested in the following licenses and endorsements:
- Core Skills for CTE
- Construction
- Manufacturing
- Transportation
- Communications
- Medical Careers
- Work-based Learning Endorsement
LCSC are also helping Tier 1 teachers move to Tier 2 before the new licensing rules go into effect that eliminate the Tier 2 licensing path.

This is a perfect opportunity for your teachers to add a license or endorsement at no cost to them personally. This would typically involve enrolling at Bethel, St. Cloud State, etc. Also, having teachers with the correct license is the first step in getting a program approved which allows your district to access Perkins funds and take advantage of the CTE levy.
The Teacher Induction Program (TIP) is a mentoring program for new agriculture, business, family & consumer science, medical, trade & industry, and work-based learning teachers. CTE TIP offers free curriculum, mentoring, professional development, and resources. Teachers of color and Indigenous teachers, as well as Tier 1 and Tier 2 teachers have priority in this program. Teachers in their first years in the classroom would greatly benefit from this program. As you hire teachers for the upcoming year, keep this opportunity in mind.
